Home Child Care Provider Pilot Program

Launched in June 2019, the Home Child Care Provider Pilot is one of two caregiver initiatives designed for foreign nationals with experience in National Occupational Classification (NOC) 4411. This program aims to bring qualified Home Child Care Providers to Canada on temporary work permits, allowing them to apply for permanent residency after obtaining sufficient work experience.

Benefits of the Program The new caregiver programs address two significant challenges faced by previous models:

Flexibility in Employment: Earlier caregiver programs were often criticized for tying caregivers to one family, which could lead to potential workplace abuse. The current pilots offer caregivers more freedom to switch employers, creating a safer and more flexible work environment.

Family Accompaniment: Previously, caregivers’ spouses, partners, and children faced challenges in accompanying them to Canada. Under the new programs, family members can join caregivers, with eligibility to apply for open work or study permits.

Additional Opportunities for Caregivers Alongside the Home Child Care Provider Pilot, the government is introducing the Home Support Worker Pilot. While similar in structure, this new initiative is tailored for those with experience in NOC 4412, expanding opportunities for caregivers who specialize in home support services.

Program Eligibility Criteria

To qualify for our program at Immigration to Canada, take into consideration your present circumstances and how they align with your entry into the program. This applies whether you are already residing in Canada with relevant work experience or if you are an international applicant beginning your Canadian journey.

Canadian Work Experience
To meet the Canadian work experience requirement, you must have experience under one category only—not both:

Home Child Care Provider (NOC 4411)

Home Support Worker (NOC 4412)

Both streams require a minimum of 24 months of full-time Canadian work experience within the last 36 months preceding your application. The 24 months need not be consecutive.

Alternative Pathway for Applicants Without Canadian Work Experience
Applicants without Canadian work experience must have the following:

Valid Job Offer from a Canadian Employer

Relevant Past Work Experience or Training

Additional Program Requirements

Program Opportunities with Immigration to Canada

The pilot programs offered by Immigration to Canada present a unique opportunity for applicants. Through these programs, individuals can apply even if they lack the required Canadian work experience. In such cases, they are initially granted an open work permit. This type of permit provides the flexibility needed to gain the necessary work experience without requiring a Labour Market Impact Assessment (LMIA) to work for a specific, closed Canadian employer. This reduces the risk of vulnerable workers being placed in unsuitable work environments. On the other hand, those who already possess the qualifying Canadian work experience are eligible to apply directly for permanent residency. Applicants also have the option to include their family members, who can come to Canada as workers or students.

Upon becoming a permanent resident, you enjoy many of the same rights and privileges as a Canadian citizen. Although voting and military service are reserved for citizens, permanent residents can live, work, and study anywhere in Canada. They benefit from universal healthcare, tax benefits, and various government programs. Additionally, permanent residents enjoy the convenience of traveling to many countries without the need for a visa and can later apply for Canadian citizenship once they meet the eligibility requirements.
