At Immigration to Canada, we know how vital family reunification is, and so does the Canadian government. In fact, it’s one of the cornerstones of the nation’s immigration system. Immigration, Refugees and Citizenship Canada (IRCC) is dedicated to helping Canadian citizens and permanent residents bring their loved ones to Canada. As per the Canadian Immigration Levels Plan for 2023-2025, Canada aims to welcome 28,000 parents and grandparents in 2023, 34,000 in 2024, and 36,000 in 2025 through the Parents and Grandparents Program. According to the latest Multi-Year Levels Plan, announced in September 2023, IRCC plans to process up to 15,000 completed sponsorship applications under this program.
At Immigration to Canada, we assist you in sponsoring your biological or adoptive parents and grandparents for Canadian immigration. Should your parents be divorced, each must submit a separate application. Additionally, if any of them have a spouse, common-law partner, or conjugal partner, these individuals will be included as dependents in the application. Once approved, they can join your parents and grandparents in Canada.
Individuals You Cannot Sponsor
You are not permitted to sponsor:
To participate in the Parents and Grandparents Program, it’s essential that you can financially support your parent or grandparent once they arrive in Canada. As a sponsor, you will be accountable for their welfare, including essential needs like housing and sustenance. It’s your duty to ensure that your sponsored relatives do not rely on government social assistance.
Both the sponsor and the individual being sponsored need to satisfy certain criteria. This includes the sponsored individual passing necessary medical exams and background checks. Here’s a detailed look at the eligibility requirements.
Criteria for Eligibility
You can sponsor your biological or adopted parents and grandparents if you meet the following conditions:
Conditions That May Disqualify You as a Sponsor
You may not qualify to sponsor a parent or grandparent if any of the following apply:
Once you receive an Invitation to Apply (ITA) for parent or grandparent sponsorship, there are two key applications to complete: one for you as the sponsor and another for your parents or grandparents seeking Canadian permanent residency. Both applications must be submitted online simultaneously. Below is a step-by-step guide on how to apply for sponsorship of parents and grandparents.
Step 1: Obtain an Invitation to Apply (ITA)
Immigration, Refugees, and Citizenship Canada (IRCC) selects and invites potential sponsors through a random process to apply for sponsoring their parents and grandparents to immigrate to Canada. If you are selected, you will receive an invitation via the email address you provided on your 2020 interest to sponsor form.
For the next intake, IRCC will extend invitations to those who submitted their interest forms in 2020. A total of 24,400 ITAs will be dispatched between October 10 and 23, 2023.
If you receive an ITA, it will be sent to the email specified in your 2020 interest to sponsor form. Ensure you regularly check this email account to avoid missing your invitation.
Step 2: Complete Your Online Application
Upon receiving an ITA, you must complete your application online. If you are applying independently, use the Permanent Residence (PR) Portal. If you are using a representative, use the Representative Permanent Residence (PR) Portal.
Note: Do not submit your application until you have received an ITA for the current intake. Any applications submitted without an ITA will be returned without a refund of the application fee.
Step 3: Pay the Application Fees
The required fees for your application include:
All payments must be made online.
Step 4: Submit Your Online Application
Ensure that your application is complete and submitted online. Before submitting, verify the following:
An incomplete application cannot be processed. If any elements are missing, IRCC will issue a request letter giving you 30 days to submit the required documents. Failing to provide the missing documents within this timeframe will result in your application not being processed.
Step 5: Provide Additional Requested Information
The person you are sponsoring must submit all necessary documents, including medical certificates, police clearance certificates, and biometrics. Biometrics must be completed within 30 days of receiving the biometric instruction letter.
Canadian citizens and permanent residents can sponsor their parents and grandparents to immigrate to Canada. Those approved through this program receive Canadian permanent residence and may eventually be eligible to apply for Canadian citizenship.
Parents and grandparents under this program receive all the benefits of Canadian permanent residence. These include the ability to work in Canada, access healthcare, enjoy full protection under Canadian law and the Charter of Rights and Freedoms, and apply for Canadian citizenship once they meet the eligibility requirements.
To sponsor your parents and grandparents in the 2024 PGP, follow these steps:

Canadian citizens and permanent residents have an alternative option to bring their parents and grandparents to Canada through the Super Visa Program. This program allows parents and grandparents to visit Canada as long-term visitors on a multi-entry visa, valid for up to 10 years. Unlike standard visitor visas, a Super Visa permits holders to stay in Canada for up to two years upon their initial entry.
To be eligible for the Super Visa program, parents and grandparents must meet the standard visitor visa requirements. Additionally, they must:
As a sponsor, you and your co-signer, if applicable, must sign a sponsorship undertaking with the Government of Canada. This agreement legally binds you to provide for the essential needs of the sponsored person(s) for 20 years from the date they arrive in Canada.
